FG, Stellar Steel Sign $400m Deal to Boost Local Steel Production

The Federal Ministry of Steel Development has signed a Joint Strategic Cooperation Declaration with Stellar Steel Company Limited. Stellar Steel Company Limited is a steel-manufacturing enterprise established to operate in Nigeria, with major investment backing from Chinese parent groups: Galaxy Group and RSIN Group based in Fuzhou, Fujian Province, China. 

The company has committed approximately US$450 million for a steel plant project in Ogun State, Nigeria, scheduled to begin operations by mid-2026. This landmark partnership is aimed at revitalizing Nigeria’s steel industry and reducing the nation’s dependence on imported steel products.

The agreement, signed in Abuja, on Tuesday 28th October, 2025 will see Stellar Steel invest $400 million in the construction of a modern Steel Plant in Ewekoro, Ogun State. The project will be developed in three phases, with the first phase expected to begin production by 2026.

The Honorable Minister of Steel Development Prince Shuaibu Abubakar Audu signed the agreement when he hosted Mr. Li, President of Inner Galaxy Group and other members of the Stellar Steel Company Limited in the Ministry's Headquarters in Abuja. 

According to Prince Audu, the collaboration aligns with the Federal Government’s goal of achieving 10 million tonnes of crude steel production per annum by 2030, a major step toward industrial self-reliance and economic diversification.

The Honorable Minister further stated that the  Federal Ministry of Steel Development will facilitate policy and infrastructure support, including inclusion of Stellar Steel’s logistics projects in the National Infrastructure Plan and access to available fiscal incentives.

Highlights of the Cooperation includes;

1.Development of a localized iron ore supply chain to reduce import dependence and save over $1 billion in foreign exchange annually.

2. Creation of more than 2,000 direct and 20,000 indirect jobs across the steel value chain.

3. Promotion of green steel production using clean and energy-efficient technologies.

4. Strengthening of Nigeria’s position as a regional steel manufacturing hub in West Africa.

He also stated that in return, Stellar Steel will prioritize local recruitment and training, partnering with Nigerian universities to build technical and managerial expertise in steel production.

Prince Shuaibu emphasized that this strategic cooperation marks a new era for Nigeria’s steel industry and demonstrates the government’s commitment to sustainable industrial growth and economic transformation.

In his remarks the leader of the delegation, Mr. Li assured the Honourable Minister that Stellar Steel Company Limited will respect all agreements reached and will ensure the completion of the project in record time and assured that all safety standards will be observed.

Mr. Li was accompanied during the visit by Mr. You Xiastian, Vice Chairman of RSIN Group, Mr. Jackie Den, Vice President of Inner Galaxy Group and Mr. Yin, Director of RSIN Group.

He recalled that the Honourable Minister of Steel Department, Prince Shuaibu Abubakar Audu, performed the groundbreaking ceremony of the Steel Plant in Ogun State sometime in April, 2025.

Speaking at the signing, representatives of both parties emphasized that the partnership would strengthen Nigeria’s industrial base, create jobs, and foster technology transfer in the sector.

FG Begins 3-Batch Comprehensive Youths Welding Boot-Camp Training In order to empower Nigerian Youths with essential skills for employment and entrepreneurship, the Federal Government through the Ministry of Steel Development, has commenced a 3-Batch comprehensive Boot-Camp Training Programme on welding.  It is aimed at equipping young individuals with practical competencies in welding techniques and knowledge crucial for contributing to the nation’s industrial growth. This was disclosed by the Permanent Secretary, Dr. Chris Osa Isokpunwu, during the flag-off of the First-Batch of the Ministry's Boot-Camp Training for Nigeria Youths in Onitsha, Anambra State, on Thursday, 6th March 2025.  According to him, the initiative marks a significant step in the Ministry's commitment to develop a skilled workforce, fostering industrial growth, and promoting sustainable development within Nigeria’s metallurgical and steel sector.  He said that the Ministry, under the leadership of the Honourable Minister, Prince Shaiubu Abubakar Audu, has taken deliberate steps to reposition the steel and metals industry as a cornerstone of the nation’s economic transformation.  The Ministry, he said, recognized that achieving the goal requires not only infrastructural investments but also the empowerment of human capital—hence the need for the intensive bootcamp training. Dr. Chris, in a statement by Tine-Iulun M A, Assistant Director (Information & Public Relations), on behalf of the Head, (Information & PR),  revealed that the programme is designed to equip selected participants with hands-on skills, technical knowledge, and industry insights crucial for advancing the Nigerian metallurgical landscape. He said that in the next few weeks, the participants will undergo rigorous training in welding and fabrication, industrial foundry and metallurgy, and instrumentation, system control, and mechanical maintenance. He noted that the objective is to bridge skill gaps, promote innovation, and enhance the employability of the nation's youths within the steel critical sector. On the importance of the training, he said "this boot-camp is not just about learning; it is about discipline, resilience, and teamwork. I must emphasize that all participants are expected to adhere strictly to the laid-down rules and guidelines.  "The Ministry has made provisions for accommodation, feeding, and starter packs for all trainees. However, any form of misconduct—including indiscipline, violation of safety regulations, or engagement in prohibited activities such as drug use or possession of weapons—will result in immediate disqualification and forfeiture of benefits. The Permeant Secretary expressed pleasure that the participants arrived early for the camp, enabling them to settle in and prepare for the rigorous and impactful training ahead.  He admonished them to use the opportunity to position themselves as future leaders in the steel and metallurgical sector.  "I urge you to embrace this training with enthusiasm, remain focused, and take full advantage of the knowledge and experience that will be shared with you" Speaking, Chairman, Senate Committee on Steel, Distinguished Sen. Patrick Ndubueze, stated he was pleased to be part of the epoch-making event which is geared towards empowering the nations teeming youths to be self-reliant by acquiring extensive skills training in Welding and Fabrication, Industrial Foundry/Metallurgy, Instrumentation/Control System and Mechanic Maintenance.  Represented by Hon. Greg Owurmanam, Sen. Ndubueze commended the Ministry of Steel Development and all relevant Agencies who have contributed to the success of the Boot-Camp Training and enjoined the participants to give maximum attention and cooperate with the trainers to acquire the expected knowledge and skills designed for the programme. Earlier, Director Metallurgical Inspectorate, Engr. Frederick E.Ewa, giving the Overview of the Metal Sector Boot-Camp Training Programme, stated that the initiative, championed by the Ministry of Steel Development, is a strategic effort to empower young Nigerians with hands-on technical skills, foster industrial growth, and bridge the manpower gap in the nation’s steel sector. Engr. Ewa stated that the Bootcamp Training Programme is an intensive, hands-on technical training aimed at equipping participants with critical skills in three specialized areas: Welding and Fabrication; Industrial Foundry and Metallurgy Instrumentation, System Control, and Mechanical Maintenance. He noted that over the course of training, participants will be exposed to real-world practical sessions, industry best practices, and safety protocols, all of which, according to him, are essential to ensuring high-quality output in the metallurgical sector.  He encouraged trainees to be fully engaged in every session and abide by all rules and regulations, as misconduct of any kind will not be tolerated. STRENGTHENING TEAMWORK AND RESTORING GLORY: MSMD AND MSD HOLD END-OF-YEAR STAFF TOWN HALL MEETING In a bid to strengthen team synergy, performance and address staff welfare, the Permanent Secretaries of the Ministry of Solid Minerals Development (MSMD), Dr Mary Ogbe, and the Ministry of Steel Development (MSD), Dr Chris Isokpunwu have convened a joint end-of-year Town Hall Staff Meeting on December 19, 2024, at the Ministries' Headquarters in Abuja. The meeting sought to understand the specific concerns and priorities of the workforce, focusing on addressing issues that can be feasibly resolved within the Ministries' current financial limitations. This effort reflects the leaderships' dedication to supporting staff welfare and improving workplace conditions, even in the face of budgetary challenges. Dr Ogbe acknowledged the remarkable achievements in the Ministries realized through staff dedication and urged them to continue striving for excellence, emphasizing that diligence attracts divine blessings.  She urged the team to deeply reflect on the words of the Civil Service Anthem, emphasizing that its values—integrity, dedication, and patriotism—serve as a guiding light for excellence. By embodying these principles in their daily tasks, she inspired staff to contribute meaningfully toward restoring the dignity and glory of the civil service. Dr Isokpunwu emphasized the importance of work-life balance, urging employees to prioritize tasks by distinguishing between urgent and important responsibilities. This approach helps reduce stress, improves focus, and enhances both personal well-being and professional efficiency. The Permanent Secretary also reminded staff of the mandatory Thursday Performance Management System (PMS) assessment sessions, highlighting their importance in evaluating staff performance, identifying areas for improvement, and ensuring alignment with the Ministry's goals. The event featured a talk on achieving work-life balance, emphasizing strategies to manage professional responsibilities without compromising personal well-being. In his remarks, the Chairman, Joint Negotiation Council, Mr Peter Okafor, appealed for the reintegration of the annual celebration for outgoing staff into next year’s work plan to honor their contributions. This Town Hall served as a reminder of the Ministries' commitment to nurturing a motivated workforce, while restoring the pride and dignity of the civil service.

PUBLIC ANNOUNCEMENT


The attention of the Federal Ministry of Steel Development has been drawn to recent media reports regarding the future of the Ajaokuta Steel Company Limited (ASCL).
While we note the concerns expressed, it is important to state that the Federal Government remains firmly committed to the development of Nigeria’s steel sector, including the resuscitation of ASCL.

A comprehensive technical and financial audit of the plant is presently underway to ensure that any decision taken is transparent, data-driven and in the best interest of Nigeria. The overall assessment of the previous technical audit report dated 2018 maintained that the general status of the Steel Plant is in robust condition except for normal deterioration of replaceable parts and recommended automation of manual control systems for improved efficiency.  The Ministry remains confident that the updated audit will provide a sound basis for decisive action that advances Nigeria’s industrial aspirations.

The Federal Government is determined to build a competitive and modern steel industry that supports national industrialization and infrastructure growth.
