All hands must be on deck as it requires the concerted efforts of all stakeholders to realise Mr. President’s vision for the revival of Ajaokuta Steel Plant and the broader steel sector.
“I assure you that the revival of Ajaokuta Steel and the entire Steel Sector is well underway. Following the signing of the Memorandum of Understanding (MOU) with the original Equipment Manufacturers (OEM) in Moscow, Russia in September last year, we are on the verge of carrying out the technical and financial audit of the Complex and other critical processes so as to bring in investors and suitors from the various options available through a privatization process as directed by Mr. President. Our role is to consolidate these gains and present viable options for Mr. President’s approval.
“I wish you Godspeed as we work together towards the successful revival of Ajaokuta Steel Plant,” Prince Audu stated.
Permanent Secretary, of the Ministry, Dr. Chris Osa Isokponwu, also congratulated Prof. Abdulsalam on his appointment, urging him to prepare for the enormous task ahead while assuring him of the Ministry’s full support.

In his response, Prof. Abdulsalam expressed gratitude to President Bola Ahmed Tinubu for entrusting him with this significant responsibility and thanked the Honourable Minister for his support and collaborative spirit.
He also commended the Minister for the remarkable strides taken in less than two years in office and also giving him the opportunity to serve as his Technical Adviser prior to his appointment, stating that the groundwork laid by the Minister has positioned him for success.
“Our fundamental goal is to work together to realise Mr. President’s vision for the revival of Ajaokuta Steel Plant. I am fully prepared to deliver on this mandate with the support of the Honourable Minister, the Permanent Secretary, and the entire team at the Ministry of Steel Development. I pray and I am confident that Ajaokuta will come alive in our time,” Prof. Abdulsalam stated.
The outgoing Acting Sole Administrator, Engr. Kanwai Joseph, praised the Minister’s decision to engage the original builders of the steel plant, describing it as the most strategic move in his 35 years of service at Ajaokuta. He noted that if this step had been taken earlier, the steel plant would have been revived long ago.

ONGOING ACTIVITIES AND MILESTONES UNDER THE PRESENT ADMINISTRATION
Following the discouraging history of Steel Development in Nigeria in the past four and a half decades, the President Bola Ahmed Tinubu’s administration has shown tremendous willingness to address the protracted challenges facing the industry. This noble decision of Mr. President is hinged on the following key objectives to be driven by the new Ministry of Steel Development;
To lead the campaign for the utilization of the abundant Steel Raw Materials in Nigeria for the substitution of imported Steel products which has been draining our foreign exchange to the tune of over $4Billion USD annually;
To evolve a regulatory regime that would ensure sustainable Steel and other Metals production in Nigeria for both local and international markets;
To set and monitor quality standards for local and foreign Steel products to curb structural failures in different construction projects in Nigeria and Generate employment and promote technology transfer for Nigeria’s economic development. We have taken this mandate since assumption of office on 21st August, 2023 with every sense of responsibility and the following milestones/activities were recorded;
Ajaokuta Steel Company Limited (ASCL)
The Federal Government has decided to privatise the fore-most integrated Steel Plant at Ajaokuta and its captive Iron Ore Mine at Itakpe and we have kick-started the process to ensure the accomplishment of the above. We recently signed a Memorandum of Understanding (MoU) with the original builders of the Plant, Messrs. TPE and their partners in Moscow, Russia. The procurement process for the selection of the technical audit firm has been completed and the auditing of the entire plant will commence before end of the year.
Engineering Workshops at ASCL
We are working to also sign a Memorandum of Understanding with Ministry of Defence and Defence Industry Corporation of Nigeria (DICON) for the production of major input materials for the manufacturing of military hardware using the Five (5) Engineering Workshops in ASCL.
Aluminum Smelter Company of Nigeria (AlSCON)
A high-level executive meeting with Mr. President was held in July, 2024 and we were given a matching order to ensure that all issues encumbering the commencement of operation be resolved. Relevant stakeholders are currently working to address critical issues of sustainable & competitive gas pricing regime, power generation and evacuation into the national grid, ownership tussle and dredging of Imo River.
Prospective New Investments into the Sector
We have also followed up on;
The landmark investment resolution reached between Mr. President and the President of Jindal Steel Group in India on the sidelines of the G-20 Meeting in New Delhi in 2023. Messrs. Jindal Steel Group has pledged to invest about $5 billion USD for the setting up of another 5 million tons steel plant in Nigeria and we are already providing the enabling environment through different organs of Government. This singular investment alone will require over 20 million tons of different steel raw materials to feed the Plant.
The Inner Galaxy Group’s is investing about USD 300 million in a new Steel Plant in Ogun State to produce Galvanized Steel Profiles for the Automotive Industry.
The Bell Oil and Gas USD 100 Million investment in Pipe Value Assembly and Composite Pipe manufacturing Facility in Lekki Free Trade Zone, Lagos and a host of others.
THE BOOT-CAMP TRAINING PROGRAMME
We are currently evaluating applications from over 225,000 online applications as at close of portal for the Pilot Boot Camp Training Programme for Nigerian youths for Technical Capacity Building in Welding/Fabrication, Industrial Foundry & Metallurgy, Instrumentation, System Control and Mechanical Maintenance. The idea is to train and develop the technical capacities of 700 selected Trainees and support them with equipment to become self-reliant and prepare a new set middle level manpower for the emerging Steel Industry in Nigeria. We are also liaising with tertiary and secondary education authorities in Nigeria to evolve sustainable mechanisms that will elicit interest of the youths in Material Sciences for sustainable manpower supply of the Metals Industry.
OTHER STRATEGIC INITIATIVES
Other Strategic initiatives we have embarked upon to re-position the Metals Industry include:
National Steel Summit
I have taken time to inspect a number of local Steel company operators in Nigeria to appreciate their issues and put the necessary fiscal incentives to support their investment. Some of the issues raised include dumping of sub-standard imported products, Energy supply, High cost of Scraps as input materials, forex for importation of equipment and logistics challenges. We shall be organizing a Summit of all stakeholders within the first quarter of 2025 to agree on a wholistic measures to promote our local operators.
Regulatory Frameworks
We collaborated with the National Assembly Committees on Steel Development for quick passage of the following bills:
National Metallurgical Training Institute, Onitsha Establishment Bill;
Metallurgical Industry Bill;
and amendment of National Steel Council Act.
Roadmap for the Steel Industry
As the Regulator cum Administrator of the Metals Industry in Nigeria, we have developed an in-house Ten (10) year sectoral Roadmap for the sustainable growth of the sector with a target production of 10 million Tons of Crude Steel and other metallic products per annum. The document will be ready for presentation to stakeholders at the next summit for their inputs and review where necessary and final adoption by stakeholders. The final Roadmap Document would provide guidance to all industry players and prospective investors on the policy direction of the Federal Government of Nigeria.
CONCLUSION
I want to conclude by drawing our attention to the importance of adopting synergic approach to accomplishing the objectives of the Government Policy on Value-Addition to our solid mineral endowments. Complimentary to the sterling efforts and investments of the Federal Government in Geo-Science Data Generation, we must commensurately drive Value-Addition to our mineral resources to achieve the desired quick wins from Mines to Market.
The Ministry of Steel Development is driving strong initiatives of Value Proposition for accelerated Metallic Minerals Development and therefore urge all industry stakeholders to support Government to convert our abundant mineral resources in Nigeria to semi-finished and finished steel products which will generate massive employment for our teeming youths, significantly improve the economic well-being of our people and meaningfully contribute to Nation’s GDP.
I wish you all a successful deliberation at this 9th Edition of the Nigeria Mining Week.
God bless the Federal Republic of Nigeria.

MINISTER OF STEEL DEVELOPMENT LAUDS PRESIDENT TINUBU’S CNG INITIATIVE AS PRESIDENTIAL PROGRAM HANDOVER CNG VEHICLES, LAUNCHES CONVERSION INCENTIVE PROGRAM TO TRANSPORTERS IN KOGI STATE
...says Ajaokuta to become one of Nigeria’s CNG hubs
The Honourable Minister of Steel Development, Prince Shuaibu Abubakar Audu, has lauded the Compressed Natural Gas (CNG) Initiative of President Bola Ahmed Tinubu GCFR, as the Presidential CNG Initiative (P-CNGI) launched its pilot Conversion Incentive Program and the handover of CNG buses to transporters in Kogi State.
Prince Audu, in his address at the inaugural launch of the CNG initiative program on Wednesday, 02 October 2024 in Lokoja, Kogi State, told Kogites that the “Renewed Hope Agenda” of President Tinubu has been brought to their doorstep, noting that the CNG initiative of Mr. President seeks to reduce the cost of transportation by over 40 percent to cushion the impact of the removal of fuel subsidy.
The Honourable Minister also noted that plans are underway to make Ajaokuta one of the CNG hubs of Nigeria, as the Ministry is on the verge of presenting a proposal to Mr. President for the establishment of an Indutrial Park within the Ajaokuta environ, which will also host a CNG park and a Free Trade Zone.
“Mr President said at his Independence Day speech that because Nigeria spends over $10billion annually on fuel subsidy, Nigeria was on the brink of an economic collapse, and therefore he needed to do something very quickly, which was why petroleum subsidy was removed. There are some challenges that have come with that, which is the high cost of food prices, and Mr. President has told all of us that he is doing something to reverse that trend to ensure that prices of food come down quickly, one of which is the provision of CNG Venices to Nigerians.
“Mr. President has mandated that we should have one million CNG vehicles and/or conversions, and it needs to in place before the end of 2025. So, one million vehicles will be converted from petrol to gas in the next year, and this is very significant.
“As the Minister of Steel Development, I want to tell you some of the benefits of this CNG conversion site and the critical role Ajaokuta plays in that light. Ajaokuta is a gas hub for Nigeria. There are gas lines passing from Warri all the way to Ajaokuta, from Ajaokuta to Kaduna and Kano (AKK Pipeline), meaning that there are billions of cubic feet of gas that are being transported from Ajaokuta to other parts of Nigeria annually.
“We are taking a proposal to Mr. President to declare Ajaokuta an Industrial park that will also have a CNG park which will be one of the CNG hubs in Nigeria. And instead of having situations where most of the CNG conversion centres and CNG parks are outside of Kogi State, Ajaokuta has the land, Ajaokuta has the gas, and Ajaokuta has the facility for conversion kit production. The Industrial park will attract steel companies to Ajaokuta. So, anything that we need is within our environs. And most importantly, that will create thousands of jobs for Kogites and Nigerians as a whole.
“So, the Renewed Hope Agenda of President Bola Ahmed Tinubu is here and will turn around the economy, therefore, the desire of Mr. President to grow the economy by $1 trillion by 2030, and we will achieve that by the special grace of God,” Prince Audu stated.
Kogi State Governor, Alhaji Ahmed Usman Ododo said that the CNG initiative is a significant milestone in the “Renewed Hope” Agenda of President Bola Ahmed Tinubu, thanking the President for the initiative, which aims to reduce reliance on petrol, which would in turn alleviate the sufferings of the people.
Gov. Ododo, who was represented by the Deputy Governor, Elder Joel Salifu Ododo, pledged the commitment of the state to the project, with a promise to train 250 youths in CNG conversion and empower them to enable them to key into global technologies.
The Program Director/Chief Executive of the P-CNGI, Engr. Michael Oluwagbemi, said that the P-CNGI chose Kogi for its inaugural launch because the state beyond being a confluence state of water bodies is also significant in the transportation system as a link between the north and other parts of the country, and also hosts an important gas hub.
He said that the event was not designed just to reduce transportation fares for commercial drivers or fulfil Mr. President’s promise to ensure that transporters get their vehicles and tricycles converted for free, but also an opportunity for Nigerians to benefit from the abundant resources of the country, urging everyone to key into the transformative initiative of Mr. President.

The Minister reiterated Federal Government’s dedication to further strengthening economic cooperation with China that will lead to expanding trade opportunities and exploring new avenues for investment and technological cooperation. Noting that the Chinese business relationship with Nigeria will bring greater socioeconomic benefits to both nations.
Speaking further, he stressed the need for better investment climate, improved infrastructure development, eased business conditions that will open more opportunities in Steel Development, Agriculture, Renewable Energy, Technology as well as Communication. He emphasized Federal Government’s readiness to ensure responsible business practices that will further deepen the collaboration, as according to him, engaging in responsible business practices is crucial for long-term success.
Earlier, Mr. Guo Pengwen, the Commercial Consul at the Chinese Consulate, disclosed that both countries has a high volume of bilateral trade between them. According to him, Nigeria ranks third in bilateral trade and second in trade and importation. He noted that the exchange of goods and services has diversified Nigeria’s export base and strengthened overall economic stability in sectors such as infrastructure development, telecommunications, agriculture, energy, manufacturing, and transportation. Stating that these projects have not only improved Nigeria’s transport networks but also created employment opportunities and enhanced connectivity within the country.
Also speaking at the event, Dr. Eric Ni, Chairman of the China Industrial and Commercial Enterprises Association, highlighted the flourishing economic cooperation between China and Nigeria. He said both countries have recognized the immense potential for mutual beneficial partnerships, leading to significant Chinese investments in various sectors of the Nigerian economy.
