NIGERIA, SOUTH AFRICA SIGN PACT ON MINING DEVELOPMENT

In a bid to solidify the partnership fostered through the Nigeria–South Africa Bi-National Commission—recently inaugurated by President Bola Ahmed Tinubu and President Cyril Ramaphosa—the Ministers of Solid Minerals of both nations have signed a Memorandum of Understanding (MoU) outlining key areas of cooperation, complete with implementation timelines.

During a bilateral meeting at his office in Abuja, the Minister of Solid Minerals Development, Dr. Dele Alake hosted South Africa’s Minister of Mineral Resources and Energy, H.E. Gwede Mantashe. Dr. Alake described the engagement as a milestone in deepening bilateral relations, especially in the vital mining sector.

Reflecting on the historical ties between the two countries, Alake noted the longstanding diplomatic and economic cooperation built on mutual respect and a shared vision for Africa’s development. He stressed that collaboration in the mining sector offers vast opportunities for industrialization, job creation, and sustainable growth across the continent.

“The Memorandum of Understanding in geology, mining, and mineral processing signed today,” Alake stated, “will serve as a cornerstone for facilitating knowledge and technology transfer, investment promotion, capacity building, regional integration, and value addition.”

Key Highlights of the MoU Include:

  • Capacity building in geological applications using Unmanned Aerial Vehicles (UAVs)
  • Utilization of Multi- and Hyper-spectral Remote Sensing Technologies for mineral exploration and geological mapping
  • Sharing of geoscientific data on strategic minerals through the Nigeria Geological Survey Agency (NGSA)
  • Training on mineral processing and value addition
  • Capacity Building on Elemental Fingerprint Technology using LA-ICP-MS
  • Exploration of Agro and Energy Minerals In Nigeria

 

Alake emphasized Nigeria’s renewed focus on developing its mining industry, stating that South Africa could benefit from Nigeria’s vast mineral wealth, while Nigeria could tap into South Africa’s advanced mining expertise. This synergy, he said, would open doors to investment, skills development, and economic diversification.

In his remarks, H.E. Gwede Mantashe affirmed that South Africa—where mining plays a central role in the economy—stands to gain from Nigeria’s revitalized interest in the sector. He added that his visit aimed to fine-tune agreements from the Bi-National Commission and to deepen collaboration on mutually beneficial projects with Nigeria’s Ministry of Solid Minerals Development.

Both ministers committed to sustained engagement and collaboration to boost intra-African trade and deliver on the actionable steps outlined in the MoU. They expressed confidence that this renewed partnership would significantly enhance the mining sectors of both countries.

The MoU signing was attended by the Minister of Steel Development, Shuaibu Audu; Permanent Secretary of the Ministry of Solid Minerals Development, Dr. Mary Ogbe; Permanent Secretary of the Ministry of Steel Development, Dr. Chris Isokpunwu; alongside senior officials from both solid minerals and steel development ministries and members of the South African delegation led by H.E. Gwede Mantashe.

HONOURABLE MINISTER, STEEL DEVELOPMENT, PRINCE SHUAIBU ABUBAKAR AUDU SIGNS HISTORIC MEMORANDUM OF UNDERSTANDING (MOU) WITH RUSSIAN CONSORTIUM LED BY TPE AND INCLUDING NOVOSTAL M AND PROFORCE MANUFACTURING LIMITED FOR THE REHABILITATION, COMPLETION AND OPERATION OF AJAOKUTA STEEL COMPANY LIMITED AND NATIONAL IRON ORE MINING COMPANY LIMITED The Honourable Minister of Steel Development, Prince Shuaibu Aubakar Audu who led a Nigerian delegation to Moscow, Russia from 14th – 21st September, 2024 has signed a Memorandum of Understanding (MoU) with the original builders of Ajaokuta Steel Plant Messrs, Tyazhpromexport (TPE) and members of their consortium namely; Novostal M and Proforce Manufacturing Limited for the Rehabilitation, Completion and Operation of Ajaokuta Steel Plant (ASP) and National Iron Ore Mining Company (NIOMCO) in Kogi State, Nigeria. The process leading to this milestone achievement under the Renewed Hope Agenda of President Bola Ahmed Tinubu, GCFR started in July, 2023 when the Federal Government of Nigeria represented by His Excellency, the Vice President, Senator Kashim Shettima, GCON at the sidelines of meeting of the Russia – Africa Summit at Saint Petersburg called on the Russian Federation to redeem the Steel project which has been comatose for over four and half decades as directed by President Tinubu. This call has now been accepted by the Russian Federation through a consortium led by Messrs, TPE following the visit of their experts to the Steel Plant in Ajaokuta and the Iron Ore Mining site at Itakpe in August, 2024 for preliminary inspections leading to the invitation for the signing of the Memorandum of Understanding. The Honourable Minister of Steel Development was accompanied on this important trip by the Permanent Secretary of the Ministry, Dr. Chris Osa Isokpunwu, the Sole Administrator of Ajaokuta Steel Company Limited, Engr. Sumaila Abdul-Akaba, the Acting Sole Administrator of National Iron Ore Mining Company, Itakpe, Engr. Loto Festus Isinmidun, the Acting Director of Steel & Non-Ferrous Metals department of the Ministry, Mr. Umar Adamu Tsoho and his Technical Adviser, Mr. Anekwe Patrick Chinwuba. The Minister who is driving Mr. President’s mandate for the revitalization, completion and operation of Ajaokuta Steel Plant (ASP) and National Iron Ore Mining Company (NIOMCO) said this is a bold step towards creating a sustainable base for the industrialization of the Nigeria economy. During the visit, the Nigerian delegation met with the Deputy Minister of Industry and Trade of the Russian Federation, Mr. Alexey V. Gruzdev and the consortium led by TPE who assured the Nigerian Delegation of the readiness of the Consortium to meet the expectations of the MoU with the Nigerian Government.  The Permanent Secretary, Dr. Chris Osa Isokpunwu in his remark affirmed the commitment of the Nigerian Government to revamp the Ajaokuta Steel Project and National Iron Ore Mining Company, Itakpe. The Nigerian delegation led by the Honourable Minister of Steel; Prince Shuaibu Abubakar Audu also inspected the facilities of Messrs. Novostal M located in Balakovo in the Saratov region.  The Plant which was in full operation during the visit has an Electric Arc Furnace capacity of 1.2Million metric tonnes of Steel products per annum with a staff strength of 3,900 workers.  The team also inspected the private port facility of the company through which they receive different raw materials for their operations. The President of Metallurgical Holding, “Novostal – M” Demchenko Ivan Ivanovich assured the delegation of their readiness to submit a detailed proposal for the project after the comprehensive audit of the Plant.  The General Director of Messrs. TPE, Mr. Egorov Sergei Anatolevich and the Group Managing Director of Proforce Manufacturing Limited, Mr. Adetokunbo Ogundeyin assured the Nigerian delegation of their commitment to the project because of its critical role in the overall economic development of Nigeria and requested for the provision of enabling environment by the Nigerian Government. The parties expressed their optimism that the full implementation of the MoU will facilitate the revival of both ASCL and NIOMCO and could create over 500,000 direct and indirect jobs for Nigerians and increase the size of the economy by billions of dollars thus contributing immensely to President Tinubu’s desire to grow the economy to over $1trillion by 2030.  The revival of the Steel sector will also reduce importation of Steel products into Nigeria which is estimated at over $4billion annually and will help save scarce foreign exchange.

MINISTER OF STEEL DEVELOPMENT VISITS AFRICAN NATURAL RESOURCES AND MINES LIMITED, REINFORCING FG’S COMMITMENT TO REVIVING THE STEEL INDUSTRY ...Congratulates company on its $600 million investment in an Iron-Ore mining site to facilitate Steel production in Nigeria The Honourable Minister of Steel Development, Prince Shuaibu Abubakar Audu, on Thursday, September 6, 2024, visited the African Natural Resources and Mines Limited (ANRML), Gujeni Village, Kagarko LGA, Kaduna State reinforcing the commitment of the Federal Government to reviving the steel and metals sector in the country. Prince Audu commended the company on its huge investment in Nigeria and for operating in the Country since 1971, which has contributed to the economic development of the country, noting that ANRML will play a significant role in the ongoing steel sector revival efforts of the Renewed Hope Agenda of President Bola Ahmed Tinubu GCFR. He also lauded ANRML for the 900-hectare Iron-Ore mining facility where they invested about $600 million for backward integration to facilitate the production of steel. The Minister said that the vision of the current administration is to ensure that all comatose steel plants become operational and for Nigeria to begin steel production before the end of the tenure of President Tinubu, reiterating his commitments to delivery of the vision of Mr. President. “It is very clear that this edifice exemplifies the Renewed Hope Agenda of President Bola Ahmed Tinubu whose plan is to grow the economy to over $1 trillion by 2030. Steel is the catalyst for industrialisation, and I commend the Africa Industries Group (AIG) for their important role in taking Nigeria to the next level. “I am pleasantly surprised you have been doing business since 1971. I appreciate the Group for believing in the country and creating thousands of jobs, employing in excess of 10,000 staff across the country. “I am urging the company to invest more to meet our local demand for steel. 10 million metric tonnes are being imported into the country, so this company has a role to play in reversing that trend. “The President is very serious about turning around the steel industry, including the revival of Ajaokuta Steel Company and the National Iron Ore Mining Company, Itakpe. We have plans to build an industrial park in Ajaokuta that will house a Free Trade Zone and CNG park. “We need more huge foreign direct investments to reduce pressures on FX and to help us create 80 million jobs in the country under the Renewed Hope Agenda of Mr. President. So, thank you for making such a huge investment in Nigeria,” Prince Audu said. The Group Managing Director of Africa Industries Group, Alok Gupta, thanked the Honourable Minister for his visit, which shows his support to indigenous companies operating in Nigeria, expressing confidence in the revival of the steel and metals sector under the leadership of the Honourable Minister. Mr. Gupta said that the factory is a testament that local validation shows the possibilities of the country. “I thank you for your pledge to support indigenous companies in Nigeria. We are confident we will see a revival in the Nigerian steel industry. We stand by your commitment to the production of high quality steel in the country,” Gupta said.

MINISTRY OF STEEL DEVELOPMENT PARTNERS NIPC ON REVIVAL OF NMTI/NSRMEA

In line with the Renewed Hope Agenda of the Bola Ahmed Tinubu’s Administration and in achieving its mandate of ensuring that the nation’s Steel Sector contribute to the sustainable development of the economy and grow the Gross Domestic Product (GDP), the Ministry of Steel Development is to collaborate with the Nigerian Investment Promotion Commission for the development of the sector in general and the Revitalization and Operationalization of the National Steel Raw Materials Exploration Agency (NSRMEA) Kaduna and the National Metallurgical Institute, Onitsha.

This was disclosed by the Honourable Minister of State, Ministry of Steel Development, His Excellency, Uba Maigari Ahmadu when he played host to the Executive Secretary/CEO of the Nigerian Investment Promotion Commission, Aisha Rimi in the Ministry’s Headquarters on Thursday, 23rd November, 2023 in Abuja.

He enumerated the areas of collaboration to include among others: Organizing local and international investment fora for relevant stakeholders to showcase the full potentials of the NMTI with the view of attracting investments and funding for modernizing and upgrading the institute’s facilities, curriculum, and training programs to meet industry international best standards and demand; Develop Policy Reforms and incentives that would be inclusive but not limited to legal, governance, finance tax incentives, and regulatory reforms that would reposition the institute to contribute more meaningfully to national manpower and infrastructure development.

The Minister listed more areas of collaboration to include: Identifying local and international multilateral, multinational, Institutional and venture capitalists who can inject technical and financial capital into revitalizing the institute and position it as a center of excellence for metallurgical training and skills development; Establishing a PPP (Public Private Partnership) framework for the revival of NMTI that would involve engaging with private sector stakeholders, such as steel companies, mining firms, and educational institutions, to form partnerships aimed at modernizing the institute and aligning its training programs with industry.

Continuing, he identified areas of partnership with NIPC for NSRMEA to comprise: Accelerating Investment interest from both Local and International Investments in Exploration Projects, with special interest in steel raw materials such as Iron ore, Manganese, Coal, Refractory, Limestone, through establishing partnerships with mining companies and exploration firms; Organizing targeted investor outreach programmes to engage potential investors interested in supporting the exploration and development of steel raw materials as well as Advocating for Policy Reforms and incentives to encourage private sector investment in raw materials exploration.

Additionally, the Minister disclosed that, Niger Extraction Company Ltd, a Nigerian Company registered to undertake mining and steel development has sent in a proposal for the establishment of a $300m Steel Plant in Niger State, a development which according to him, indicates that the Steel Sector is set to take off and deliver on its mandate.

Maigari Ahmadu expressed the Ministry’s willingness to leverage on the expertise and networks of NIPC, noting that the collaborative efforts of both Organisations would help attract private sector investment, modernize exploration techniques, and enhance the capacity of NMTI and NSRMEA to fulfill their mandates.

Also speaking, the Permanent Secretary, Ministry of Steel Development/Ministry of Solid Minerals Development, Dr. Mary A Ogbe, while expressing optimism that the collaboration between the Ministry of Steel Development and the Nigerian Investment Promotion Commission is a step in the right direction, reiterated the Ministry’s commitment to ensure the goals set during the deliberations are achieved. She added that it was time the Steel Sector brought the needed prosperity to the people of Nigeria.

The Permanent Secretary proposed the establishment of a Technical Working Group (TWG) with members drawn from the Ministry of Steel Development and NIPC, with the sector specific experts who will develop a framework that will enhance the development of the sector on a general scale and the National Metallurgical Institute, Onitsha and National Steel Raw Materials Exploration Agency (NSRMEA) Kaduna,
specifically.

In her remarks, the Executive Secretary/CEO of Nigerian Investment Promotion Commission, Aisha Rimi stated that the Commission’s mandate is to provide assistance to investors seeking to enter the and those that are already in the country. She disclosed that NIPC has extensive and robust Departments that assist in carrying out adequate care and after care for investment and investors.

Rimi assured of the Commission’s commitment to ensure all assistance is given to the Steel Sector to promote direct foreign investment into the country.

FG COMMITS TO INSURANCE COVERAGE -UNVEILS OVERHAULING STRATEGY FOR NIGERIA’S STEEL SECTOR REVIVAL

The Federal Government through the newly created Ministry of Steel Development has taken significant steps towards rejuvenating the nation’s steel sector by announcing a comprehensive insurance coverage for all ongoing steel projects within the country.

The Hon. Minister of Steel Development, Prince Shuaibu Abubakar Audu made this declaration during a crucial meeting with key agencies under the Ministry. These are namely- Ajaokuta Steel Company Limited; National Iron -Ore Mining Company, Itakpe; National Steel Raw Materials Exploration Agency; Metalurgical Training Institute and National Metallurgical Development Center, Jos.

During the interface with the DGs of Agencies, Prince Audu explained that the deliberate policy of the present administration to introduce insurance coverage for steel projects is a critical step to mitigate the risks and uncertainties inherent in large scale developmental endeavors.

The Hon. Minister further stated that by providing this insurance coverage, the government aims to foster an environment that is conducive to attracting investments in to the steel sector, securing financing and expediting the successful completion of various steel related initiatives across the country.

To this end, Prince Audu noted that to ensure a structured successful implementation of this policy, the Ministry would outline a comprehensive two- year activation plan- adding, the strategic plan is designed to catalyze the revival of all steel associated interventions: Which underscored a steadfast commitment to achieving tangible progress within stipulated timeframe.

Continuing, the Hon. Minister for Steel Development affirmed that the journey towards revitalizing the steel sector is beyond insurance coverage. He said: “the government has devised a comprehensive overhauling strategy to tackle the multi- faceted challenges impeding the sector’s growth. Central to this strategy is the optimization of skilled labour and enhancing security measures to ensure safe and productive working atmosphere”.

While citing other indices for solutions, Prince Audu listed them to include- the rehabilitation of the rail infrastructure connecting the Itakpe and Ajaokuta Steel Complexes; a functioning rail network for transportation of raw materials and finished products. This, the Hon. Minister noted, has the potentials to significantly boost the operational efficiency of these complexes, thereby positively influencing the entire street value chain.
